Local workforce boards’ services and programs use targeted, data-informed services that are responsive to local economies and help Minnesotans build better futures.
Local services ensure that jobseekers and youth have the support they need to get to and through the next step in their careers — and that businesses have the workforce supports they need to thrive.
Delivering CORE WORKFORCE SERVICEs through Public Investment
Core programs delivered by Local Workforce Boards in all 87 counties:
Local workforce boards provide core workforce services that ensure that every Minnesotan has access to crucial supports - whether they are a business owner or a jobseeker.
WIOA Programs: The Workforce Innovation and Opportunity Act (WIOA) is federal legislation that shapes the work of Local Workforce Boards, placing an emphasis on local solutions and service delivery.
Local workforce boards and service providers provide services through this federal law - Adult services, Dislocated Worker services, and Youth services.
Notably, diminishing federal funding is becoming a smaller piece of all of the programming offered by each Local Workforce Board.
State Dislocated Worker Program: Provides employment and training services to workers who have lost their jobs due to layoffs or business closures to help them return to work quickly. Also includes incumbent worker services, which serves businesses by providing for upskilling and training to avert layoffs, increase retention, and increase productivity.
Minnesota Youth Program: Provides employment and training services for at‑risk youth ages 14–24 to build work skills, career readiness, and long‑term economic success.
Additional key services delivered by Local Workforce Boards:
Local workforce boards apply for additional funding to deliver key services through state competitive grant programs. They include:
Pathways to Prosperity Grant Program: Supports career pathway programs that help low‑income adults train for and obtain employment in high‑demand industries.
Youth and Adult Supportive Services Program: Offer supportive services such as transportation, childcare, and work clothing to help participants overcome barriers to employment and training.
Getting to Work Grant Program: Provides transportation assistance to low‑income workers so they can access employment opportunities and maintain stable jobs.
YouthBuild Grant Program: Helps disadvantaged young people earn a high school diploma or equivalent while gaining job training, leadership skills, and construction experience.
Rural Career Counseling Coordinators Program: Places career counselors in rural communities and schools to help youth and students explore careers, access training, and connect with local employers.
